Pennsylvania Residents who want to purchase licenses and permits: Fishing: To qualify for a resident license and/or permit, a person must be a Pennsylvania resident. A resident is a person who has been domiciled (maintains a true, fixed and permanent home and principle residence) in Pennsylvania for a period of 30 consecutive days immediately preceding date of purchase. Hunting: A bona fide resident of the Commonwealth of Pennsylvania is a permanent resident of this state who has a fixed intent to return to the Commonwealth when he leaves it and who maintains a permanent place of abode in Pennsylvania. An individual may not claim to be a bona fide resident of this Commonwealth for the purpose of obtaining a license while claiming residence in another state for any purpose. Non-residents who want to purchase licenses and permits: can set up a customer account using their social security number and date of birth. Non-resident aliens who are not U.S. citizens can create a customer record by providing their visa or passport number in lieu of a social security number. State and Federal law allows customers who are U.S. citizens to submit an affidavit in lieu of a social security number, if providing one is not possible.
